Pool Utilization is simply how many modems are available in that particular location. Example would be if there are 50 modems in San Diego, CA and 25 people are connected to that location then the pool utilization will show 50% since half the modems are taken. If all 50 are taken then you’ll see 100% meaning no open slots. We don’t share modems (Except for our shared single-location plan) with users so when you’re connected you are the only one using that modem and IP.

Just because a location is near 100% doesn't mean it's a bad idea to connect to it and the IP's aren't good. It's strictly just our modem pool for that location.
